Implementation of REACH consumer rights on chemicals in products in Serbia and the Western Balkans (October 2018-October 2021)

The objective of the project is to enhance the substitution of Substances of Very High Concern (SVHC) in articles with safer alternatives by increasing market demand for SVHC-free articles and supporting industry actors to identify SVHCs in their products.

Project partner: Baltic Environmental Forum – Germany (BEF). Through the project Serbia is an external partner of the LIFE AskREACH project. The objectives of the project –in line with the objectives of the LIFE AskREACH project– are to:

• Raise consumer awareness of SVHCs in articles and enable consumers to make an informed choice between SVHC-free and SVHC-containing articles in order to protect their health and the environment.
• Provide consumers with an easy-to-use and quick tool (smartphone app) to request information about the presence of SVHCs in products in order to reduce the waiting period (currently up to 45 day) for the provision of information by suppliers.
• Raise awareness and compliance of suppliers regarding the presence of SVHCs in articles and communication obligations under REACH to foster better implementation of Art. 33 by industry.


During the project a database will be developed for suppliers to provide information about SVHCs in articles. A smartphone application (app) will provide public access to the information in the database. If the desired data are not yet available in the database, an information request will be automatically sent to the product supplier to request it.


The campaign will be replicated in other regional non-EU countries (Montenegro and Bosnia and Herzegovina).

Raising awareness of the health impacts of chemicals used in children’s toys and childcare products (October 2018-March 2019)

The objective of project is to promote awareness of the public’s right to know which chemicals are present in children’s toys and childcare products, including the impacts on human health and the environment from the production, import, consumption and disposal. The project will include product label analysis, product laboratory analysis against phthalates, policy review and advocacy, and the provision of public information. The results of laboratory testing will draw public attention to the presence of harmful chemicals in children toys and their impact on health and the environment.

Improving democratic culture, the rule of law and the freedom of the media (November 2018-April 2019)

The objective of the project is to strengthen the ability of ALHem to communicate advocacy messages and objectives to both citizens and government, thereby strengthening the effectiveness and impact of initiatives and influencing true democratic change in these priority areas. Equipped with enhanced communication skills, capacities, channels and digital tools, ALHem will be able to engage with citizens more deeply and achieve our communication and advocacy goals more effectively.

Project partner: CRTA (Center for Research, Transparency and Accountability).

Donor:  Swedish International Development Cooperation Agency (SIDA).

Green Public Procurement through stakeholder synergy (January 2019-December 2019)

The objective of the project is to foster and contribute to development of green public procurement (GPP) in Serbia by building the capacity of CSOs to support public authorities to engage in GPP, as well as other stakeholders involved in this process, in order to reduce adverse impacts on health and the environment. In order to enforce green procurement policy in relevant sectors a range of activities are foreseen in order to address the main targets groups, which include CSOs, the competent national authority for GPP, public utility companies, bidders for goods and services, journalists and the general public/consumers.

Donors: Royal Norwegian Embassy, Norwegian Ministry of Foreign Affairs, German Marshall fund of the USA/the Balkan Trust for Democracy.

Institutional grant Strengthening Civil Society III (Grant agreement SRB-15/0032 SCS3, year 2) (December 2016 – December 2017)

Achievements: Strategic documents developed (Strategic Plan for 2015-2018 and Further ALHem Organizational Development, Fundraising Strategy, Communication Strategy); Internal/legal procedures established; Plan for engagement of volunteers in 2017 adopted and implemented; Networks with international, European and national CSOs established and further developed; Awareness of chemicals safety raised and knowledge about hazardous chemicals shared at all levels; Established networks with health professionals and academic sector; ALHem capacity built; Chemicals policy monitored and enforcement of chemicals legislation controlled; Safer chemicals policy promoted; Visibility of ALHem activities continuously increased.

Achievements: Established sustainable system for core functioning and financing; Established networks and built capacity of CSOs dealing with non-profit sector and chemicals safety issues; Monitoring of chemicals policy and enforcement of chemicals legislation; Raised awareness of chemicals safety; Spread knowledge about hazardous chemicals at all levels.

Capacity Building and Strategic Partnerships for Chemicals Safety in the Republic of Serbia (July 2015 – October 2016)

Achievements: Strengthened capacities of all relevant stakeholders; Raised awareness of the general public on the issue of preventive actions, consumer rights and implementation of legislation; Performed analysis and reported results of compliance of products that can contain phthalates in relation to the Law on Chemicals.

The project has been implemented by the Ministry of Agriculture and Environmental Protection in collaboration with the UN Development Programme (UNDP) and in partnership with the Civil Society Organisation (CSO) from Serbia “ALHem –Safer Chemicals Alternative” and with international organisation “WECF” – Women in Europe for a Common Future.

Donor: The funds for the project implementation were provided from the Quick Start Programme (QSP), established within the Strategic Approach to International Chemicals Management (SAICM).

Serbian response to global Mercury Treaty (project duration: 3 months, 2014)

Achievements: Building capacity related to the Minamata Convention and global risk of mercury; Strengthening cooperation between authorities, scientific community, healthcare specialists, CSOs, industry and other stakeholders in Serbia with the aim of improving safe mercury management; Assess the further necessary steps to deal with issues related to the Minamata Convention ratification and implementation.

Donor: IMEAP.

Serbia Substitutes (project duration: 12 months, 2013-2014).

Achievements: Building capacity of domestic industry on how to assess hazardous chemicals/articles and corresponding risks to human health and the environment, and how to substitute hazardous chemicals with safer alternatives; E-tools and database (the SIN list and SUBSPORT portal) of successful case studies on substitution translated to Serbian and made available for industry and public (free of charge).
